Shaarawy has been working in the field of ICT for development since 1999 as a founder or co-founder of several NGOs in Cairo and Upper Egypt. In 2011, he is a founder and board member Internet Masr NGO, which is currently preparing the ISOC Chapter of Egypt.

He is also founder & Chairman of the board for Ofok NGO, which was established in 2005 working in the field of ICT for development with a mission to empower and develop communities through the use of ICT in the Middle East and Africa. Ofok NGO undertook several initiatives including ICT for All, Empowering Youth, and NGOs sustainability model. Ofok NGO was awarded the Best Organization in Africa in Internet Development by the ICANN, Egypt Education Initiative “Outstanding Performance” by the Egyptian Ministry of Communication & Information Technology, and Best Academy Outreach by Cisco Networking Academy.

Shaarawy is a graduate of Sadat Academy for Management Science majoring in Business Administration.
